The contents of your letter to us of the 7th.
February last conveying the reply of His Excellency the
Governor to our application of the 12th. December 1916 was
received by us with very considerable surprise but we have
hesitated to press the matter further under existing circum-
-stances. We still feel, however, that an exception to the
general rule should be made in a case of this kind, and could
be made without creating a precedent in any way embarrassing
to the Government.
The Land Officer has now again communicated with
us with regard to our taking up the proposed new Crown Lease
for 99 years, but although the present is probably not an
opportune time to consider a question of this kind we venture
to suggest that no harm would be done by leaving it over till
after the War when it might receive fresh consideration, with
possibly a different result.
